Add Terragrunt or similar tooling to chain multiple Terraform module commands into one command to spin up a new setup or add to an existing one

https://terragrunt.gruntwork.io/ might be a good solution for this, but the main idea of this issue is that it should be a "one-click" / "one-command" execution by a developer to create a Windows cluster (including the Rancher that will host it, or reusing an existing Rancher owned by the terraform module that has already been provisioned) to spin up common dev setups.

For example, you should be able to one-click create:

• A Rancher setup (already supported with Terraform for standing up RKE2 Windows clusters in Rancher v2.7.3+ #134 being merged)
• A Rancher setup with a windows cluster (requires 2 Terraform invocations)
• A Rancher setup with a windows cluster that has Monitoring V2 installed (requires 3 Terraform invocations)

If this is not cleanly possible, this issue can be closed out without resolution.
