RHEL9: elinks is no longer in the distro

The elinks package has been removed from RHEL9, we need to craft a replacement for that feature.

Initial investigations show that lynx is in the standard AppStream repo on 9 (confirmed on AlmaLinux 9 as well), and it has a -dump option that appears to be drop-in compatible for elinks. Might be a simple tool swap and RPM dependency update (famous last words).
