Publication links should allow reordering

Publication link attachment type for some reason doesn't allow reordering.

File and image attachment types do, however: app/plugins/projects/publications/views/attachments/tmpl/file.php

Even when the ordering is set via direct database editing, the ordering seems to be ignored.
