Changes for CLion:

- Add pseudo-bpf cmake target conditionalized on `-DSolana`, passed via CLion but not build scripts.
  - Enable static analysis on `program/` sources and resolves solana & criterion headers.
- Restrict spelling and grammar checks to markdown files.
