Before deploy:

• Complete APIUser page counts #242 and Page limit error responses for APIUsers #243
• Add ADMIN_USERS environment variable

After deploy:

• Remove SIDEKIQ_USERS environment variable
• Add Unit for ScholarSphere APIUser
