Feature Request: Allow webhook receiver to specify a template string for the HTTP POST body

I was originally going to open a feature request to make Google Chat a first class receiver, but I think Alertmanager would benefit more by having the webhook receiver become more customizable.  By adding a conditional `body: <tmpl_string>` field to the webhook receiver, it could be configured to support a whole array of chat programs and other useful HTTP endpoints.
