Add component-prometheus monitoring labels

## Context
Label the namespace and PrometheusRule objects as documented in https://hub.syn.tools/prometheus/how-tos/cluster-monitoring.html#_advertise_metrics_from_a_component so they're actually picked up by the monitoring stack managed by component-prometheus.
