Problem Description

Currently labels on Secret created for a pair ServiceAccount/Cluster are:

labels:
projectsveltos.io/role-cluster: sveltos-management-workload
projectsveltos.io/role-request-name: ok
projectsveltos.io/role-service-account: system-admin

Labels containing ClusterType is missing
