Bug: Can't open bank/atm

Describe the issue

I can see the blips on the map but I can't open the bank/atm
no errors.
I am using ESX legacy 1.9.4

I thought this might be because I don't have qtarget installed, but qtarget is not supported anymore and I couldn't find anything about ox_target in the docs.

Expected behavior

When visiting the bank there should be some sort of marker / a popup telling you to press a button

To Reproduce

Steps to reproduce the behavior:

1. install pefcl on ESX

Having the same issue but only with the ATMs on our dev server that runs es_extended 1.10.2, but works on live server with 1.6
