[BUG]: Selcting shorter retries to not understanding, doesn't

Description of the bug

When Alice doesn't capture what you said correctly and doesn't understand she tells you "I don't understand". If one selects the reties to be less, say 1, she doesn't seem to keep count and will keep looping until she gets tired and quits on her own.

Steps To Reproduce

Admin tab
set "Not Understood Retries" to 1
save
verify observation?

I guess this should be taken into account only after the dialog manager was optimized, as any fix I could supply now would need merging and would cause unnecessary troubles.

Not a show stopper and not a problem when she is able to decode the voice request.
