More sophisticated test data is desireable

A request from @joho1968 is that more sophisticated test data may be created. In some ways there is redundancy between test scenarios created in the test suite, and that created by populate-database.

Examples of additional data might include:

• assigned tasks to a created user
• assessment workflow examples
• some initial teaching allocations
• custom activities assigned to created users

In particular, to let one access basically all screens and have data in them. This makes it a lot easier to visually inspect changes to make sure they follow the same/similar designs.
