Substitute does not working

substitutes like that won't decoded.

defaults:

    coreAPI: [publish, disable]

ctrl:

    <<: *coreAPI
    other: [values]

Instead of
{ :ok, %{ ctrl: %{ document: %{ coreAPI: ["publish","disable"], other: ["values"] }...

I get
{ :ok, [%{ ctrl: %{ document: %{ "<<": "coreAPI", other: ["values"] }...

At the same time ruby version YAML decoding that fine.

Yes, indeed we don't have code that resolves aliases, but i think this is something that can be added, will see how much work will it require.
