pyopenssl installation fails with unicodeDecodeError on Windows 2012/8

While installing pyopenssl as partt of this puppet module on WS2012 following error is observed. Have tried it with and without puppet.Has anyone hit such issue?

@vijaytripathi, when I installed my set of hypervisors based on W2012, they got pyopenssl 0.13.

In your case, the package seems to have been updated last month to 0.13.1, and with that version I'm getting the same error as you. Could you report this to pyopenssl?

If it's not fixed, we can update the module to get the 0.13 version instead of the last one.
