A clear and concise description of what the bug is.
It appears to jitter offsets for DLSS\DLRR are way too strong, causing extreme shimmering of the image. Perhaps it's just a wrong decimal point? Jitters should pretty much always subpixel level of range, while right now you can spot it with a naked eye that offset are just too strong.
Steps to reproduce the behaviour.

- Enable DLSS\DLRR
- Notice the extreme shimmering of the image
