Unfortunately, I don't have an AMD GPU to test with at the moment. If you launch with DLSS-SR/RR upscaling turned off, does it still fail? Here is how you can launch directly from command line with DLSS upscaling off and denoising turned back on:

launch-duke-rt.cmd +set vid_preferbackend 4 +set nri_api d3d12 +set nri_upscaler 0 +set nri_postsharpen 0 +set nri_denoise true +set nri_nrddenoiser 0

If you want vulkan instead of d3d12, user +set nri_api vulkan instead and you should be fine! Alternatively, if you want to edit launch-duke-rt.cmd to permanently launch that way, edit the second last line from:

"%RAZE_EXE%" -gamegrp "%DUKE_RT_GRP%" -file "%OVERLAY_DIR%" %GAME_ARGS%

to:

"%RAZE_EXE%" -gamegrp "%DUKE_RT_GRP%" -file "%OVERLAY_DIR%" +set vid_preferbackend 4 +set nri_api d3d12 +set nri_upscaler 0 +set nri_postsharpen 0 +set nri_denoise true +set nri_nrddenoiser 0 %GAME_ARGS%
