Use `with-connect` in all client libraries we maintain

• connectapi ci: Use with-connect action for integration tests connectapi#475
• pins-r ci: rewrite Connect integration tests using with-connect Action rstudio/pins-r#884
• pins-python ci: use with-connect action for Posit Connect integration tests rstudio/pins-python#351
• vetiver-r (does not appear to have integration tests, relies on pins)
• vetiver-python (do the same as with pins-python; depends on API client from pins-python)
• rsconnect-python Use preview builds for testing rsconnect-python#649 (bigger test refactor required; also depends on API client from pins-python)
  • ci: use with-connect for integration testing against many versions of Connect rsconnect-python#739 is a lot of it
• rsconnect (does not have integration tests already): ci: Add basic integration test with many Connect versions rstudio/rsconnect#1274
