Breaking out a discussion point from #817. There are a few places within the ecosystem where we need a consistent definition of what a logger is for various packages to use. This also potentially extends to tools where we may need define what a logging interface looks like. While its not really a big issue there is a potential for slightly divergent definitions to be used that will make integrations annoying.
