Can get this to run

Trying this out under windows 10 and i can't get it to run: syntax error in the command line tried numerous permutations everyone the syntax is wrong.
please help im a bit of a newbie to python and php.

I thought i've got the pathing correct?, but not sure? Anyhows this is what happens when i run the scanner (is this the correct output?)

ok tried this on a kali virtualbox VM python installed in default build.
"./phpscanner/phpscanner.py ./web/public_html/admin"
it returned './phpscanner/phpscanner.py ./web/public_html/admin'

Is this supposed to happen?
