sync dependent repos for target repo #2
Description
The overlays file at https://api.gentoo.org/overlays/repositories.xml should be parsed on demand if necessary and the gh gentoo mirror with pre-generated metadata should be used by default.
Some new pkgcraft-tools binary will probably have to be developed to sync repos on demand.
