The intent of this is to support labeling a closed issue with "next-release" so the requester is informed it's resolve but isn't yet released.

While releases should be reasonably responsive, not all are. Plus the more we can automate this shit, the less we'll forget to do something.

Frankly I'm half inclined to detect Closes or Fixes and have it automatically add the label to the issue also, but I'm not sure I want to write that GH crap.

@thesamesam , @arthurzam : thoughts? And yes, I tend to focus on automation and devex basics- it just simplifies going faster in development.
