Add the possibility to transfer ownership of a billing account to a different user

An owner of a billing account should be able to transfer ownership to someone else among the people invited to the organizatios attached to it.

• The process should be initiated by the owner, and require acceptance from the receiver within 7 days before expiring
• When the ownership is moved, if it doesn't exist we should create another BA for the former owner, on the free tier
• Admins can force the change of ownership in the pane with no confirmation (atomic)
