Fix sapi/fpm/tests/proc-idle-timeout.phpt and remove XFAIL

sapi/fpm/tests/proc-idle-timeout.phpt was marked as XFAIL because it fails multiple times in every nightly run. We should improve its stability and then remove the XFAIL again.

It already is, we're running the other high resource tests in CI without problems.

Then we need extra high resources that won't run in CI. Some FPM tests really need more resources that CI can give...

It's not XFAIL - it works normally on my system and I'm sure it will work anywhere with high memory and more cores... free CI just doesn't provide such spec so we should reclasify all FPM tests that are marked as high resources and failing in the CI.

This is the only test that caused issues after GH-20935. I can add a SKIPIF if (getenv("GITHUB_ACTIONS")) die('skip Flaky on GHA'); if you prefer.

It won't be just GHA but any CI that does not provide any resources. The thing is that I created originally flag FPM_RUN_RESOURCE_HEAVY_TESTS which was specifically meant to skip the test that cannot run in low spec CI. There was also bug77023-pm-dynamic-blocking-sigquit.phpt marked like this but maybe that one got better. Anyway there was a reason why it was done in that way - fpm is completely different to other parts of PHP and high resource really mean high resource. I think I will just put the original flag back or please do it (as it might take me some time). I got specially setup for that locally so I run those tests with that env...
