Create monitor and alert for when core dumps occur

Core dumps were enabled in the p4d binary when this change occurred https://swarm.workshop.perforce.com/reviews/30128. It would be nice to have a metric for when core dumps happen on p4d processes and throw an alert through alert manager

The ones we saw. Went into P4ROOT (/p4/1/root with SDP configuration) from the code change linked
