I realize my “massive” pr probably isn’t the best

If you like the end result, but not the single pr, I’ll fork separately and do it in these steps:

1. add missing scipy dependency
2. fix unpacking tuple issue (small)
3. change behavior to always use PageRank
4. convert repo to use hatch and std src/repomapper layout
5. add Ruff rules
6. Apply and fix ruff rules
7. lint
8. (Optional) Add dynamic versioning and publishing ci, so that package could be added to PyPi
