UI Pull request from 2 weeks ago (#15885 closes issue #14827)

I ran into the same issue as person in #14827 and thought it might be a simple enough issue to fix. It was. In the pull request ( #15885 ) i put an explanation and screenshots on how i did it. It builds on the exisiting props and takes into account other components that may or may not use the Tooltip component.
I thought i'd start a discussion here, so the pull request gets closed before too many new changes get made and this one gets forgotten about.
