Add Rainfall Prediction Classifier notebook

This notebook implements an end-to-end Rainfall Prediction ML pipeline using Python. It includes data cleaning, feature engineering (Season), preprocessing, multiple ML models (Random Forest, XGBoost, SVM, KNN, Logistic Regression, Gradient Boosting), hyperparameter tuning, evaluation, and model comparison.
