Add metrics in Prometheus format #101
Description
Add metrics to monitoring performance and behavior of the application. The metrics should be in Prometheus format.
Metrics to include:
- Testnet-manager status UP/DOWN
- Report the status of the RPC node.
- Latencies/errors
