Publish on crates.io

Establish a more formal process for publishing our crates.

I've manually published the workspace crates so we don't get squatted.

In the process implemented a bunch of fixes to make cargo publish happy.

A publishing order that works:

revive-build-utils
lld-utils
revive-common
revive-builtins
revive-linker
revive-stdlib
revive-llvm-builder
revive-runtime-api
revive-solc-json-interface
revive-llvm-context
revive-yul
revive-differential
resolc
revive-runner
revive-integration
revive-benchmarks

Another problem was the rate limiting of crates.io. I assume we have a parity account with higher limits which would allow to automate this properly.
