Rename `postgres` function

The crate's main function `postgres` is somewhat unfortunately named, I think. For all other functions it's useful to refer to them with a prefix or by fully qualified name, but `pallet.crate.postgres/postgres` does not make much sense IMHO. How about naming it `package` or `install` instead?
