Remove bootstore / LRTQ implementation after all customers are running Trust Quorum

Once all customers are fully running trust quorum we can go ahead and remove support for LRTQ and the old bootstore code running over plain TCP channels.

This mostly involves deleting bootstore related code. But in the case of the early network configuration, it involves moving that code from the bootstore crate into the trust_quorum crate.
