This issue is a formal request to transition the DevRel community from its current position under the Marketing Advisory Council to the Technical Advisory Council (TAC).
Background
The DevRel community was originally placed under marketing during its formation due to budget and administrative considerations. However, this has created ongoing challenges
- Participation Barriers: The current alignment often incorrectly implies that participation is limited to member companies, whereas the group aims to be a community-driven function.
- Technical Credibility: The primary goal of the DevRel community is to drive technical adoption, contribution, and the long-term sustainability of OpenSSF tools.
- Alignment: The group’s objectives—increasing technical usage and supporting project health—align more closely with the TAC's oversight than with visibility-focused marketing functions.
Proposed Structure
Under the TAC, the DevRel community could potentially be structured as:
- A standalone Working Group: Specifically focused on tool adoption and contributor maturity.
- Alignment with the BEAR WG: There is potential for synergy with the BEAR Working Group (Belonging, Empowerment, Allyship, Representation), as DevRel supports the more "mature" end of the contributor pipeline while BEAR focuses on initial onboarding.
Desired Outcome
We seek a vote from the TAC to approve this move and guidance on the most effective governance structure (e.g., independent Working Group or SIG under BEAR WG) to ensure the community can successfully connect OpenSSF tools with the platform engineers and developers who need them.
Additional Context
This proposal was discussed during the TAC meeting on February 3, 2026, with supportive feedback regarding the need for better outreach to the broader developer community.
