Effect version of openworkflow

Hey! First of all thanks for starting this framework, its great!

Since we use effect pretty heavily, I found myself quickly writing an effect version (not feature complete, but we'll get there) of openworkflow - with the layer system and such, its a nice match for quickly swapping out the "backend" implementations

Would this project be interested in (essentially providing another version, something like @openworkflow/effect)? I don't think it can share a base (because of the effect dependencies) but it could sure share the same table convention.

Would love to get some input / brainstorm here, feel free to close if that is something not aligning with the projects idea

I haven't used Effect, so I wouldn't be able to maintain it, but I'm open to it if others want to maintain it.

Would it be able to use the same Backend interface as other stores? https://github.com/openworkflowdev/openworkflow/blob/main/packages/openworkflow/backend.ts
