Upgrade to v0.9

• port over the API keys
• update the internal API key in the config file
• port over the About page's contents
• swap the webroots (preserving old site)
• re-export static files
• swap the database names (updating config.inc.php)
• drop the beta database
• switch to Solr and re-index
• link to the official site from the homepage

Well, that webroot swap went terribly. Every query resulted in this:

PHP Fatal error:  Class 'Database' not found in /vol/vacode.org/htdocs/index.php on line 153

The autoloader fell down.

The problem was .htaccess.
