Update website mirroring to work on S3 #48
Description
This is something I was doing on the main site repository, before I hit an obstacle that no longer applies, now that this work is being done on a separate instance. Review that card.
- Have cron/mirror.php query S3, rather than the filesystem, to determine the recency of mirrors for each legislator
