Cloud Container Engine Permissons

Hi all,
I noticed in the console that it's possible to assign permissions to users and groups at the cluster level.
I’d like to add a user as a namespace administrator (I’ve already created a role for that within the namespace).
Is it possible to manage this using Terraform?
