Remove the pip version pinning to < 8

The pip issue pypa/pip#3384 has already been fixed after pip 8.0.1 released. But leave the facility to easy flip this on in the future. TrivialFix Change-Id: I49658ce4056c773943321270defd461bbf3e9fb9
