Neutron: Change auth_plugin to auth_type

The keystoneauth1 library replaces the auth_plugin option
with auth_type. In neutron.conf, change [nova] auth_plugin
to auth_type. In nova.conf, change [neutron] auth_plugin to
auth_type.
