Define structure of OR quality handbook

Define the overall structure of the first iteration of the OR quality handbook.

I have created a first set-up structure which

• covers all topics for a future ISO27001 Audit and is NIS2 and CRA
• includes the existing Quality handbook v6
• includes references to existing quality related docs: disaster recovery, security audit, roles/processes
• paragraphs which include 'PLACEHOLDER' are merely pointing out topics to be addressed, content is still to be organised or improved.

Next actions

• Combine topics and paragraphs to reduce size and complexity
• Address items with label 'PLACEHOLDER'
• Evaluate NIS2 CRA requirements for product features and translate into issues
• Plan out to work towards ISO27001 readiness
