Documents do not follow display document preferences

Viewing documents will always display the document as an image, regardless of what setting is configured in the users preference under "Set Display Document as PDF or Image".

To replicate:

• Click on user on top right of schedule view
• Navigate to setting "Set Display Document as PDF or Image"
  • Set setting to "PDF"
• Open up echart and navigate to open a document from the document module
• Note that document opens up not as an embedded PDF, but as an image.
