Task: Create service-provider-velero based on template

Description

Next to the task of #335, we create https://github.com/openmcp-project/service-provider-velero.

To document our efforts, we will create a guide in "How to create a new Service Provider" which gets tackled via #335.

Tasks

• Create repository based on template, see https://github.com/openmcp-project/service-provider-velero
• Execute the template to create Velero Service CRD for the Onboarding cluster
• Implementvelero_controller.go

Any further valuable resources.

Question: We also created this task when we discussed the Template Repo: Proof of Work: Implement service-provider-flux. Guess we don't need the Flux Proof if we have the Velero Proof ? Please let me know your thoughts.
