Automate deploy to pypi

Set up travis to deploy the package to pypi. See the OKI examples for how.

The issue here we have is that I own dpm on PyPI but i've lost access to pypi! Since they are unresponsive to the support requests I've opened I think only option will be to publish the package as dpmpy for now or similar.
