Update semantic release workflows to use OIDC

Description

After the big OIDC change was fully implemented, support for legacy tokens was removed. This means that semantic releases are broken across all repos until workflows are updated as per this example.

This issue is meant to track progress in updating all repositories that publish to NPM accordingly
