If external badge issuance fails after the Credentials service has already marked the badge as complete internally, it's not possible to resend the issuance request to the external badge platform (Credly or Accredible).
Failure might happen due to different reasons: network failure, expired token, provider is down, etc.

Overriding the grade with a failing grade, then setting a passing grade doesn't trigger reissuance of the badge.
Expected Result
A temporary provider failure should leave the badge in a retryable state, and operators should have a way to retry external issuance.
