Quarterly repo-checks.py Run

It is time to perform the quartely run of repo-checks.py for the openedx org. Instructions for running the script can be found here.

Ran a dry run, which found issues in the following repositories. Then ran a no-dry-run to fix:

I also took the action of adding the the requirements bot group back to frontend-app-admin-console since the script remove the direct access for the user.
