"Fast-Track" DEPRs

We are adding a "Fast Track" deprecation/removal issue template so that certain kinds of non-controversial breaking changes can skip through the Request-For-Comments (RFC) period. It has a simpler template as to provide a lower barrier-to-entry for these sort of changes.

To do

• feat: Introduce Fast-Track DEPR Template #174
• Add automation to move fast-track issues into the Transition Unblocked column
• Try the new system out with the STORAGES PR (not necessary, it turns out)
• Add automation to announce when any DEPR issue moves into Transition Unblocked
• Update the OEP

Notes for the OEP update:

1. See Update DEPR OEP for Fast-Track DEPRs openedx-platform#37619 for a duplicate ticket that has a note about implementation.
2. Process-wise, the RFC stage gets skipped, and in place of it would be a Fast-Track DEPR announcement for inform purposes, which would be similar to https://open-edx-proposals.readthedocs.io/en/latest/processes/oep-0021-proc-deprecation.html#rfc-request-for-comments.
3. Then the state should get moved directly to Accepted.
