[META] Extend PVNet solar generation model to the United States

This is a META issue about the tasks needed to be done for making a PVnet model work with new version of ocf-data-sampler pipeline.

Tasks to be done.

• Collection of solar generation data through EIA over United States. Creating scripts to collect EIA data #109
• Prepossessing of data in correct format to be used by ocf-data-sampler. (Details to be added)
• ML model training and evalutions (Details to be added)

Summary

PVNet currently runs with GFS inputs for the United Kingdom. Extending PVNet to the United States would be a valuable next step given the availability of reliable U.S. solar generation data (e.g., via the EIA Electricity Data Browser / Open Data API).
