Recent versions of OpenSim are giving an error of time index being out of range

For the opencap-processing repo, we instruct people to pin OpenSim to a previous 4.5 version with this command:

conda install -c opensim-org opensim=4.5=py311np123

It looks like some users may run into issues if they use more recent versions of OpenSim with the time index being out of range in a TimeSeriesTable.
