Memory leak with refresh_deadline_caches_task

The theme_snap\task\refresh_deadline_caches_task looks to have a memory leak or some sort and memory grows linearly with the numbers of users / courses it processes:

This should be able to be fixed so that memory is roughly a fixed thing
