Add support for uploading custom test list #90

During the OONI Partner Training 2021, participants mentioned that it's not very practical having to copy paste custom test lists. Instead, they mentioned that it would be more helpful if OONI Run included support for uploading their custom test list (from a file).
This feedback was also shared during the OONI Run usability study.
