Add jump host to access postgres db

We don't have a way to log into the PostgreSQL database managed by AWS to interact with its data, since the DB it's not open to the internet. We should create a jump host with the right permissions to allow login into PostgreSQL through `psql`

Note that to save on costs, this host should be turned off most of the time until it's needed
